Is he a creep or wat is it?

this guy next door to me....he's outside a lot working. He's maybe a year older than me....he's outside a lot! And im outside a lot too. Only bcuz im clostrophobic...if i spelled it rite[not]. Here's the thing. He creeps me out. He stares at me a lot [im a chick by the way jus so yall knw lol] i dont like the staring he does. He looks mean wen he looks at me sometimes. And other times it looks like he's jus normally staring. It was weeks b4 i actually caught eyes on purpose with him and i waved, smiled a bit, n said hi. He did it back... He says nothing to me at all! A few times he caught eyes with me on purpose so id say hi. He'd play music obnoxiously high n look at me. He'd spin his car in circles....he's jus a prick i think? He jus stares n wen i stare back sumtimes he luk away but mostly he dont....is he a creep or jus really dont like me????
