Did my laptop burned out?

So yesterday i unplugged my laptop from the charger and when the battery was bout to die i plugged it in again but it wasnt charging.. I notice the green light from my charger wasnt on. I checked everything but no luk. Today i tried again and it worked but it was blinking i plugged it in on my laptop and when i tried to turn it on the light went off again and my laptop turned off immidiatly. Did it burned out or did it just turned off becus there wasnt enough power to turn itself on?
