Which one is the best to use?

I got oily skin. As im a working girl i wanna knw which one is the best to use? Translucent powder or face serums.............i do use neutrogena's fine fairness before stepping out.........but that makes my skin looks really oily. So wht shud i use...serum n then neutrogena OR neutrogena n then translucent powder. I hope transclucent is not like compact powder which makes skin luk cakey n dull. I really want some gud suggestion.
