I just started replaying maplestory and somethings off?

I just started to replay MapleStory after like six years and my I/L mage can't hit anything. Im trying to fight Ratz and theyre level 32, I'm level 38 and I'm missing. My INT is 164 and my LUK is 41. I looked at my skills and I have 35 points and Im not sure what to do with them. Help?
